Integrate keeper operation pause control from Registry

Once the earn and harvest enabling/disabling per vault is implemented via the Registry, the earn and harvest jobs should be modified to check for whether the active vaults have these functions enabled before executing them.

### Note
For graviAura and bveCVX, attention should be put to the time when earn unpausing occurrs (Registry will emit an event with timestamp) and make sure that users get the stablished 1 week after the latest unlock before calling earn again to allow for withdrawals.
