Description
Set up separate monitoring bot that looks at contract events / address transactions to make sure necessary transactions have occurred.
- propose and approve oracle run an hour before rebase
- rebase occurs at 4pm
- harvests for all setts occurring at least once per day
Bot should post in discord and mention bot squad if transactions haven't occurred
