Some mods don't allow you to reorder them on both the normal and Ex version. Import doesn't do anything

I've tried it through both launchers. I tried it with beta sorting on and off. Some mods don't allow you to rearrange them. I can export my load order, but importing it does nothing.

Start by reproducing the behavior through both the normal and Ex launchers, with beta sorting enabled and disabled. Trace the mod reordering and exported-load-order import behavior; done means affected mods can be rearranged and importing an exported load order changes the active order.
