Non-player Operatives is missing the Sniper datacard

The Non-player Operatives roster is missing the Sniper operative presented in the Deadly Sniper mission pack on Warhammer Community.

**Describe the solution you'd like**
The addition of this operative. (Other Warhammer Community-exclusive profiles, like the Lictor, are present in the builder so the omission of this operative seems unintentional.)

Start with the Non-player Operatives roster in the Kill Team data and compare it with the Deadly Sniper mission pack datacard linked in the issue. Add the Sniper operative so its profile is available in the builder, matching the datacard; verify that the operative appears in the Non-player Operatives roster.
