Description

**Describe the bug**
Publish-catpkg command fails when attempting new release (v10)

**To Reproduce**
Steps to reproduce the behavior:

Go to Releases Page
Click on 'Draft a New Release'
Publish the Release
2x Source Code asset ZIP files are created
Invoke RESTMethod error - run fails - no other files published

**Expected behavior**
ZIP files to be created as above, but .bsi files to also be created so online downloads through the BS tool is possible. Expectation is for 20+ files to be created after process run - not 2 (!) - see screenshot for previous release manifest :

- OS: W11

**Additional context**
No other notes, unsure why error occurs. Autogen emails notify me of run failure.
