**Description:** Validation for minimum number of cruisers per heavy/battlecruiser and battleship is calculated wrong. According to Imp Navy fleet lists battlecruisers are counted as cruisers when determining requirements for adding a battleship. A fleet containing two cruisers, one battlecruiser and a battleship meets the fleet list requirements, but the check will flag it as invalid and expects it to have five cruisers total.

Open Imperium.catz and inspect the fleet-list validation for minimum cruiser requirements. Compare its result with the reported fleet of two cruisers, one battlecruiser, and one battleship; done means that composition validates according to the stated Imperial Navy rules.
