Description
When the setspeed is already set to some non-zero value, and the vehicle speed is greater than 30 km/h, and the driver is not braking the ACC state can set via a pushbutton.
Test: Start driving and show that the ACC state can be set to ON via pushbutton once the velocity is high enough. Show that it is not possible if the velocity is too low.
