Description
When the setspeed is altered to some non-zero value, while the vehicle speed is greater than 30 km/h, and the driver is not braking the ACC state shall switch to ON.
Test: Start driving and show that the ACC state can be altered via setspeed once the velocity is high enough. Show that it is not possible if the velocity is too low.
