Following this standard practise allows new repositories to include default readme, code of conduct, contributing guidelines and support files.
- [x] create .github repo
- [x] create default CODE_OF_CONDUCT by copying text from the hackathon one
- [x] delete hackathon COC
- [x] replace any links to the hackathon COC with new one (if necessary)
- [x] create default [SUPPORT](https://help.github.com/en/articles/adding-support-resources-to-your-project/) file (draft in-place - what else should it say?)
- [ ] create default [CONTRIBUTING](https://help.github.com/en/articles/setting-guidelines-for-repository-contributors/) file (what should it say?)
