ETABS_Toolkit: Nb divisions incorrectly output for BarForce

#### Description:

Currently outputs the input number of divisions rather than the result number.

Also, extreme value toggle does not give any warning/error.

Pull bar force

#### Expected behaviour:

For the divisions to be correctly output.

Start by reproducing the BarForce pull in the ETABS_Toolkit using the linked test files. Trace where the input and result division counts are assembled and where the extreme value toggle is handled. Done means the returned divisions match the result and the toggle produces the expected warning or error.
