Remove CarbonQueryDatabase_Toolkit from the installer

#### Description:

I have evalutated usage for this repo and have found it has been used by only 1 non-developer user over the last year with the last usage being recorded on 260418. This audit has been performed with only one internal user group and further investigation is required before removing this toolkit based on other potential public users, for which we do not have any recorded data. My recommendation is that this toolkit can be safely removed, howevery please carefully consider the needs of both internal and external communities before removing.
