Remove OpenStreetMaps_Toolkit from the installer

#### Description:

This repo can be removed on the basis that it has no recorded usage as sourced from our own internal database over the last year. Please note that this only represents a single perspective or user group and should be carefully considered as it is part of our open source installer. There could be usage outside of this internal user group that should be carefully considered before removing.
