Base_Engine: implement categorisation of Error (/exception) type in the Record Error system

#### Description:

As discussed in the Error Management Workshop ([notes here](https://burohappold.sharepoint.com/:w:/s/BHoM/EZ3I_cCKETdLuwNcWhz9sJgBbseWgOvxbKkQJ7tgayQ-og?e=m4JNUN)).

This is to implement a system that allows to not expose some kind of Error if "caught" by a method listening to the error log. This might be implemented with a counter or the last number of exceptions or a certain timeframe.

Implementation will first pass a phase of design - actual coding might happen in a later milestone.
