Library_Engine: Enable mechanism to allow a Dataset to be created/shared on the fly

For example, allow a library to be created as an object, from a simple Excel table, pushed through sockets into another UI such as Grasshopper, and operated on in a similar way to the libraries loaded from datasets (utilising engine methods such as match etc).
