Display Current Department Allocation on the Manage Departments Page

Description:
The Manage Departments page should display each department's current allocation directly within the department table. This provides administrators with immediate visibility into departmental allocation totals without requiring navigation into individual department pages.
The displayed values should represent the department's current approved allocation for the selected academic year.

Requirements:
Add a Current Allocation column to the Manage Departments table.
Display:
-Total allocated positions
-Total break hours
-Current Academic Year
Ensure allocation values update automatically whenever approved allocations change.
