Add Department Allocation Download to Manage Departments

Description:
Labor Office administrators should be able to download all the department's allocation history directly from the Manage Departments page. Rather than navigating through multiple pages of multiple departments, administrators should select an Academic Year and immediately export that AY departments' allocation information.

Requirements:
Add an Allocation Download option to the department management page.
Provide an Academic Year dropdown.
Download allocation information.
Export as Excel.
Integrate this functionality into the Manage Departments interface.

Notes:
This differs from Issue #609 by integrating the download directly into the Manage Departments workflow for all departments.
Prioritize minimizing navigation for Labor Office users.
