Display Over-Allocation Warnings During LSF Creation

Description:
Departments should receive clear warnings whenever the Labor Status Form exceeds the department's allocated labor positions or break hours. These warnings should inform users that they have exceeded their allocation without preventing submission.
The warning exists to improve compliance while allowing Labor Office approval when necessary.

Requirements:
Detect over-allocation during LSF creation.
Display warnings for:
-Position allocations
-Break Hour allocations
Show remaining allocation where applicable.
Do not block form submission.
Clearly indicate which allocation category exceeds its limit
