Export Department Allocation as Spreadsheet

Description:
Departments should be able to export their allocation information directly from the Current Department Allocation page. The exported spreadsheet should represent the currently viewed allocation information and provide departments with an offline copy for reporting and planning purposes.

Requirements:
Add an Export dropdown to the Current Department Allocation page which will allow the user to choose current allocation.
Export allocation information as an Excel spreadsheet.
Export should include:
-Current Academic Year
-Allocation totals
-Contract allocations
-Fall allocation
-Spring allocation
-Break hour allocations
-And Expand allocations from:
1. Fall
2. Spring
3. Thanksgiving Break
4. Winter Break
5. Spring Break
6. Summer

Export should reflect the currently selected academic year.

Review Issue #607 first, then trace the Current Department Allocation page and its academic-year selection. Verify the completed export reflects the selected year and includes the listed totals, contract, seasonal, break-hour, and expanded allocations in an Excel spreadsheet.
