Create Current Allocation Card for the Department Portal

Description:
The Department Portal Page should display a Current Allocation summary card that provides departments with a quick overview of their current labor allocation. This card serves as the primary entry point for allocation management and should display high-level allocation. The card should include actionable buttons.

Requirements:
Create a "Current Allocation" card on the Department Portal homepage.
Display the current Academic Year.
Display:
-Total allocated positions
-Total allocated break hours
Include a View Details button that navigates to the Current Department Allocation page.
Include a Request Allocation button that directs to the Allocation History page.
Labor and the Specific Department staff have access to this feature.
