Description
- [ ] There should be a way to upload spreadsheets for admins
- [ ] Admins should have the ability to overallocate/override
- [ ] If you submit more than your allocations, you are prevented from submitting new ones. Only admins should be allowed to do that. They should have approval when submitting LSF.
- [ ] There should be an allocation history, review of allocations
- [ ] Admins should be able to submit labor positions in bulk for first year positions
