Show Position Description When Submitting Labor Status Form

* This issue is a part of issue #292
* A new position description interface has been created for both supervisors and labor admins and they can be accessed from the sidebar.
* **Task:** We have been requested to show these descriptions to supervisors when they create labor status forms for their students.
* **Note:** If pull request [#292](https://bitbucket.org/laborstudents/lsf-flask/pull-requests/294) is still pending you can branch off of the ‘positionDescription’ to have all the tables and new interfaces for reference.
