Move Training Signature Pad from Edit Personal Information to Individual Event View

- The training signature pad is currently located in the Edit Personal Information pop up on a user's profile.
- Instead, the signature pad should be moved to the individual event view for the specific training event.
- Students should be able to access and complete the signature from the event itself when:
- The event is currently happening.
- The event has already occurred.

Access Control Consideration

- The individual event view can currently be accessed through a direct event URL, including for past events.
- However, students may not be able to navigate to past events through the Event List page because past event options appear to be restricted for students.
- The Event List access control should be reviewed to determine whether students who participated in a past training should be able to access that event from the Event List.

Trace how the training signature pad and student permissions are handled for current and past events, including direct event URLs.
