Add Approval Queue to Minor Management Page

Now that we have an approval process for Summer Experience and Other Engagement, we need to have a good way for admins to manage that process without having to go into each profile. Let's put a list at the top of the CCE Minor Management page, similar to the one at the top of the Service Learning Courses management page: http://127.0.0.1:8080/manageServiceLearning.

Admins should see all of the Draft and Submitted proposals, both Summer Experiences and Other Engagements, and be able to click through to the tab on the student's minor profile (e.g., http://127.0.0.1:8080/profile/collinsc2/cceMinor)

As part of this change, let's put a button on the profile page, for admins only, that will take them back to the Minor Management Page.
