Port old Summer Experiences over to new ones

Previously CELTS was adding summer experiences by using a single text box. We have added far more functionality to it, but that also means that we are no longer using the old summer experiences they once put it. We likely need a script or something that will take their existing Summer Experience (I believe stored as Individual Requirements or Certification Requirements?) and create drafts of Summer Experiences for them.

The issue names no files or tests. Start by locating how Individual Requirements and Certification Requirements are stored and how new Summer Experience drafts are represented. Confirm which legacy records need conversion and verify that the resulting drafts contain the expected data.
