CAS will have to be modified so that we can collect wait list max enrollment

A new proposal is in the Jan 15 faculty meeting that may impact CAS. We may need to add a field to the Courses table for wait list max enrollment, in addition to course capacity. The "Add a course" UI will need updated to include it, as well as the Courses table displaying that info, and the Edit modal to change that info. The Excel exporter will also need that info exported.
