We are currently using Bootstrap 3.5.5. It has been upgraded to 4.x, including a lot of accessibility fixes. We need to upgrade.
I tested the upgrade; it destroys our UI. So, this is now an issue we will resolve in the someday near future.
This led me to the problem (in Chrome, the btn-secondary class styles buttons white, with white text on hover):
