don’t break load_all() of DataBank package

Seems that `install(“DataBank”)` is breaking because of something related to yeartools.

This issue is being opened to make sure that `check(“yeartools”)` is OK, and if not, to fix it. That might solve the problem.

Start by reproducing the reported install("DataBank") failure and running check("yeartools"), as described in the issue. Determine whether the yeartools check explains the DataBank load_all() breakage. Done means the relevant check passes and DataBank can load successfully.
