Whenever I have to choose new policies I always agonize because I can't figure out what I'm actually gaining with a particular policy. I can never remember what my industrial district adjacency bonuses are across seven cities, or how many international trade routes I have going.
So my suggestion is that whenever you hover over a policy card (whether when choosing policies or inspecting your current government), you can see the current benefit (where applicable), e.g.:
Meritocracy: Current benefit: 7 Culture
Conscription: Current benefit: 9 Gold
