CQUI messing up trade routes dialog.

**Describe the bug**
As said in title. On sorting i can see different city states but never a complete list. I am using CIVITAS city states, so it may be related... including lua traceback from tuner

Start by reviewing the linked Reddit report and Pastebin Lua traceback, then reproduce the trade route sorting behavior with R&F, YnAMP, and CIVITAS city states enabled. Done means sorting shows a complete list of available city states in the trade routes dialog.
