ESC button does not bring up Game Menu.

**Describe the bug**
ESC button does not bring up Game Menu.

**To Reproduce**
Steps to reproduce the behavior:
1. Start a new game.
2. Enter a city.
3. Exit city by hitting ESC button (not the X button in the top right corner!).
4. Now ESC does not bring up Game Menu any more until you restart the game.

**Expected behavior**
ESC button would bring up Game Menu.

Reproduce the issue by starting a game, entering a city, exiting with ESC, and pressing ESC again. Trace the ESC handling for city entry and the Game Menu, then verify that ESC still opens the menu after leaving a city without restarting the game.
