Hi,

I am using Steams version from 09.03.2018. Today I had a game where I did discover Iron on a perfect holy site spot - upon trying to queue the holy site the game got stuck, claiming the district is finished, while it was not even started.

Order of events:

- holy site with undiscovered iron
- queue holy site
- queue halve finished monument
- switch monument with holy site
- discover iron at the queued holy site location
- monument gets finished

Game stops working. The UI claims that the holy district (where the Iron was discovered is already built).

The game works fine if I do not swap monument and holy district.

I am not sure if this is a vanilla problem or a CQUI problem.

Research direction

Reproduce the listed sequence in Civilization VI with CQUI enabled: queue the holy site, queue and partially complete the monument, swap their order, then discover iron at the holy site location. Compare the behavior with and without the swap and CQUI; done means the queue continues and the UI no longer claims the district is finished prematurely.
