Score Displays missing in Hotseat/Teams Diplomacy Ribbon

Along with the issues mentioned in #271 , I'm not seeing the scores display in the diplomacy ribbon when playing hotseat.

My wife and I play as a team, and we pair up the other civs into teams of 2 as well, so I'm not sure if this is for **ALL** hotseat games or just when using **teams** specifically.

Start by reproducing the missing scores in the diplomacy ribbon during a hotseat game, including a game with teams. Compare the ribbon's behavior in those modes with a normal game; done means scores display correctly for the affected hotseat and team configurations.
