LRO templates should default StatusResult type to `never`

Problem is people use it incorrectly today when trying to say this property doesn't exists

Start by locating the LRO templates and the current StatusResult type default in the repository. Confirm how the template represents a property that does not exist, then update the default to never and verify the relevant template or generation tests cover that behavior.
