Description

PR #3350 removes all use of openapi in azure core and arm library but this uncovered this rule which was doing nothing.

The PR fixes it to flag correctly all LRO but this cause a lof of failures so it disable the rule for now and have this issue to decide if the rule
1. should exists
2. Rollout plan
