Description
PR #3350 removes all use of openapi in azure core and arm library but this uncovered this rule which was doing nothing.
The PR fixes it to flag correctly all LRO but this cause a lof of failures so it disable the rule for now and have this issue to decide if the rule
1. should exists
2. Rollout plan

Research direction
Start by reading PR #3350 and the disabled retry-after rule; trace how it flags long-running operations in the Azure core and ARM libraries. Review the failures caused by enabling it, then decide whether the rule should remain and document an agreed rollout plan. Done means the rule's status and rollout are decided.
