[common-types] Release common-types from typespec-azure to azure-rest-api-specs

Description
When https://github.com/Azure/typespec-azure/tree/main/packages/samples/common-types get updated, during the release we should be able to create a pull request against azure-rest-api updating the common-types files
1. We should establish who can update these files (probably just a bot, as updating them manually will be overwritten when we release)
2. Provide a clear documentation in where the changes needs to be done ([our repo in tsp files](https://github.com/Azure/typespec-azure/tree/main/packages/typespec-azure-resource-manager/lib/common-types))
3. During the release create a pull request if there are changes between what we are producing and azure-rest-api-specs common-types, for this we are going to replace the common-types
