I am not able to setup github workflow for a repo which I am repo admin but not org admin.
**Describe the solution you'd like**
Make repo admin able to setup github workflow without gaining org admin permission.
**Describe alternatives you've considered**
Since it's hard for me to gain org admin permission, I have to look for other ci/cd workflow that requires less restricted OAuth permisison.
