Description
ADO build task for static web apps is ignore the platform.apiRuntime value (at least for node)
**To Reproduce**
Create an ADO react project and link it up with Azure Static Web Apps
Configure it to use node 16
Observe that the build task ignores that config and uses node 17 :(
