Build failure with static web app. Error: vue-cli-service: not found

Steps to reproduce the behavior:
I am getting a build failure constantly

Here is what my yml looks like

Run Azure/static-web-apps-deploy@v1
with:
azure_static_web_apps_api_token: ***
repo_token: ***
action: upload
app_location: /
output_location: dist
env:
NODE_ENV: production
VUE_APP_API_URL: XXX
VUE_APP_FETCH_INTERVAL_MIN: XXX
VUE_APP_PAYPAL_CLIENTID: XXXX

**Expected behavior**
The build should be successful
