[FEATURE] Allow custom certificates in Static Web Apps

Some customers uses a single corporate certificate chain and will want to be able to use it for this service as well as others, and managing different chains can become a burden, so, allowing them to customize the cert, perhaps even integrating that feature with azure keyvault is worth working on as a feature for Static Web Apps.
