Azure SWA's in West Europe are down - AGAIN

This a repeat-incident of: #[1097](https://github.com/Azure/static-web-apps/issues/1097)

Symptoms are:
- static content is served.
- functions are returning a 503.
- deployments are failing.
- Azure status shows no warning for SWA's

This is the second incident in less than 2 weeks and the 4th (if i remember right) in the last 6 months.

**Please advise if this (paid) service is still to be used or is marked as "abandoned" by Microsoft and we should abstain from using it.**
