[msft-202503] Out-of-order cherry-pick of macsec_profile implementation

PR https://github.com/sonic-net/sonic-mgmt/pull/17530 has recently been cherry-picked to the msft-202503 branch, however the PR it is dependent on, https://github.com/sonic-net/sonic-mgmt/pull/16048, is marked for cherry-pick to msft-202503 but has not made it to that branch yet.

`ansible/library/generate_golden_config_db.py` is temporarily broken due to missing the `self.macsec_profile`, causing issues in out testbed set-up for sonic-mgmt test runs on msft-202503 branch.

Review PRs 16048 and 17530 and the msft-202503 branch history to confirm the dependency order. Start with ansible/library/generate_golden_config_db.py, then run the relevant sonic-mgmt testbed setup check. Done means the branch contains the required dependency and no longer fails because self.macsec_profile is missing.
