VM status doesn't cover VM stopped state highlighting

Description
I was injecting Chaos VM shutdown fault and testing the state of VM, which moved VM to "VM Stopped" instead of deallocated. Seems we didn't highlight VM stopped state in color. Ideally should be red because we bill customer when VM is stopped. So they should immediately act - either start or deallocate
