Description
* Resource locking (either read-only or do not delete) needs to be applied to all resources defined in `subscription_infra_map`, `infra_map`, and `infra_map_vm_set`).
* Lock configuration experience (property name, behavior, etc.) should be consistent across all infrastructure map variables.
