Description
Add the ability to toggle on/off VM Insights for `infra_map_vm_set` and `var.virtual_machine_sets` defined in `infra_map` and `subscription_infra_map`. Consider how shared monitoring resources will be used by these virtual machines and how those resources should be defined in the larger infrastructure map.
