[Documentation-Request] Specify Scopes Required for PAT

The documentation does not specify exactly which [scopes](https://docs.microsoft.com/en-us/azure/devops/integrate/get-started/authentication/oauth?view=azure-devops#scopes) are required for the PAT. Without this information the user has to either give all access to the PAT or spend a lot of time with trial and error to figure out the minimum.

Read the linked Azure DevOps OAuth scopes documentation first, then inspect open pull request #88 for the current work. Update the project documentation to state the minimum PAT scopes required, and consider the issue done when users no longer need trial and error to choose permissions.
