Peerd Project Roadmap

As it stands today, the peerd project needs a concrete GitHub roadmap for the community to confidently adopt the project, see that we have an extended vision, and also see that we have a track record of executing towards previously committed roadmap items.

For example, each of the repos listed under https://github.com/Azure/container-upstream have a Kanban board in the "Projects" tab of the project. Peerd should take these examples and improve the project's health by introducing a well-maintained GitHub roadmap to facilitate community adoption.
