Support for Streaming Read-Only Volumes introduced in K8S 1.31

K8S 1.31 introduced read only OCI mounted volumes in light of the AI industry's increasing use case for easily-accessible mounted volumes that are large in size. Ideally, peerd roadmap should have this as an item. For this work item to be closed, the peerd roadmap should include:
* The necessary architectural changes needed to support streaming OCI mounted volumes
* Testing and performance data of K8S 1.31+ for this feature
* The CLI and charts to facilitate p2p streaming of mounted OCI volumes.
