ci: release workflow extension build, install, gen docs

## Cause
The CLI docs team ran into issues with installing the latest version v0.2.4-alpha causing problems for their doc pipeline.

## Objective
We need a release workflow that includes these actions/tasks:

- build the extension
- add the extension whl to the cli instance to ensure it can be successfully added
- smoke test a few partner center cli calls.
- figure out a way to execute generating docs for partner center CLI to ensure we don't break upstream.
