Orkestra namespace not being created during Tilt up testing

**Describe the bug**
Orkestra namespace is not getting created during `til up`

**To Reproduce**
Steps to reproduce the behavior:
Run `tilt up` and it should fail to start orkestra

**Expected behavior**
A clear and concise description of what you expected to happen.
Orkestra namespace should automatically be created by the helm installation during `tilt up`
