[Standard Portal] Issue in creating workflow in canary - 2.0.20260908.1

### Describe the Bug

[Logic Apps][New Designer Experience] Clicking Create opens a blank workflow page and workflow creation cannot proceed

**Description**
In the new Logic Apps designer experience, clicking the Create button under the Workflows blade does not launch the workflow creation experience successfully. Instead, a blank page titled with the workflow name is displayed, and no designer, template picker, or workflow creation options are loaded.
As a result, users are blocked from creating new workflows using the new designer experience.

### Steps to Reproduce the Bug or Issue

**Repro Steps**
Navigate to an Azure Logic App Standard resource.
Open the Workflows blade.
Ensure the Preview Logic Apps Experience is enabled.
Click + Create.
Enter a workflow name (for example: Myworkflow).
Proceed with creation.
**Actual Result**
A new blade/page opens with the workflow name displayed.
The page remains completely blank.
No designer surface, template gallery, trigger selection, or workflow creation controls are rendered.
User cannot proceed further with workflow creation.
**Expected Result**
The Logic Apps workflow designer should load successfully.
Users should be presented with the workflow creation experience, including template selection and trigger configuration options.
Workflow creation should proceed without rendering issues.
**Impact**
Blocks creation of new workflows in the new Logic Apps Designer experience.
Prevents execution of workflow creation test scenarios.
Users must potentially switch back to the classic experience as a workaround (if available).
**Frequency**
Reproducible consistently (100% observed during testing).
